Anti-Doping Investigators Recommend Four-Year Ban on Russia

Russia faces a four-year ban from global sporting events, including next year’s Tokyo Olympics, because of a continued failure to cooperate with anti-doping investigators.The ban recommendation made Tuesday by the compliance panel of the World Anti-Doping Agency (WADA), came after investigators found evidence of a further drug cover-up by Russian officials, who are alleged to have deleted and tampered with positive drugs tests from a database at a Moscow laboratory earlier this year.The executive committee of the anti-doping agency will decide at a meeting in Paris scheduled for December 9 whether to approve the sanction, including stripping Russia of sporting events already awarded to the country “unless it is legally or practically impossible to do so.” Russian government officials would also be barred from attending events for the next four years and the country’s flag wouldn’t be flown at World sporting tournaments for the ban’s period.Russia was banned from sending a team to the 2018 Winter Olympics in Pyeongchang, South Korea but individual athletes from the country were allowed by the International Olympic Committee to compete, if they passed strenuous doping tests. A subsequent report in 2016 commissioned by WADA accused Russia of operating a state-sponsored doping program for four years across the “vast majority” of summer and winter Olympic sports. Last year the country sport bodies were declared compliant after the release of data from its main Moscow anti-doping laboratory but data handed over in January proved to be “inauthentic” according to investigators.The compliance panel says a forensic review found serious inconsistencies, saying investigators had uncovered “an extremely serious case of non-compliance with the requirement to provide an authentic copy of the Moscow data, with several aggravating features.”More than 2000 samples supplied by the Moscow laboratory had been tampered with, the compliance panel says. The huge scale of Russian doping first came to light in 2015 when Grigory Rodchenkov, who for a decade was Russia’s anti-doping lab chief, fled to the U.S..McLaren’s report confirmed the allegations made by Rodchenkov, concluding that more than a thousand Russian athletes had been doping up  between 2012 and 2015 and that Russian officials, the country’s sports ministry and Russia’s FSB security agency had conspired in a “cover-up that operated on an unprecedented scale.”Russian officials say a four-year ban would be devastating and unfair, pointing to an acknowledgement by the compliance panel that aside from the alleged Moscow laboratory tampering Russian officials are being cooperative. Russian sport official Yuri Ganus told local media it would be a “tragedy,” if Russian athletes faced a suspension.Kremlin spokesman Dmitry Peskov said Monday ahead of the ban recommendation: “Our sports authorities have been in close contact with WADA and will continue cooperating with the body and international sports community.” He added: “No decisions have been made so far. You know that the Russian Federation provided all necessary information. Let’s wait for results and analyses of reports provided by the Russian side.”In October Russian President Vladimir Putin said at an international forum that Russia was keen to overcome the doping controversies. “We want our athletes to be fully represented in international events where they can demonstrate their talent without any restrictions. We want them to become role models for amateur sports lovers and professionals, first of all for our young generation,” he said.

Нацбанк: 20 грудня в обіг введуть монети номіналом 5 гривень

20 грудня в обіг введуть монети номіналом п’ять гривень та оновлені банкноти номіналом 50 гривень, повідомив Національний банк України.

У регуляторі зазначили, що завершують перехід на оновлений банкнотно-монетний ряд гривні, «який містить надійніші та захищеніші від підробок банкноти, забезпечує зручність готівкових розрахунків та економію коштів для держави».

«Для цього в обіг буде введено монети номіналом 5 та 10 гривень, які поступово замінять паперові банкноти. Водночас буде запроваджено оновлені банкноти номіналом 50 та 200 гривень з удосконаленою системою захисту, які своїм дизайном наслідують банкноти нового покоління гривні», – розповіли в НБУ.

Оновлені банкноти по 200 гривень мають з’явитися в обігу 25 лютого 2020 року. У середині наступного року в обіг введуть монети по 10 гривень.

У Нацбанку наголосили, що заміна банкнот номіналами 5 та 10 гривень на монети пояснюється тим, що це дасть змогу державі заощадити близько 1 мільярда гривень, адже тривалість життя монет є значно вищою, ніж тривалість життя банкнот дрібних номіналів.

У 2018 році НБУ ввів в обіг монети номіналом 1 і 2 гривні.

Долар на міжбанку коштує вже менш як 24 гривні

На українському міжбанківському валютному ринку триває зміцнення гривні. Зранку 26 листопада національна валюта взяла новий бар’єр – 24 гривні за долар.

Як інформує сайт Finance.ua, станом на 10:30 за Києвом котирування складали 23 гривні 96–98,5 копійки за долар.

Офіційний курс на 26 листопада склав 24 гривні 5 копійок за долар, попереднє досягнення цього року становило 24 гривні 8 копійок, це було 30 вересня. Чинний курс є найнижчим за 46 місяців – вищим курс гривні був у січні 2016 року.

Надмірне посилення гривні щодо долара є не менш небезпечним, ніж стрімка девальвація національної валюти. Зокрема, посилення понад рівень, закріплений у розрахунках уряду, ставить під загрозу виконання дохідної частини державного бюджету. Саме через це НБУ, викуповуючи надлишок пропозиції долара, намагається не допустити більшого посилення гривні.

Gahan Wilson, Darkly Funny Cartoonist, Dies at 89

Gahan Wilson, whose humorous and often macabre cartoons were a mainstay in magazines including Playboy, the New Yorker and National Lampoon, died last week. He was 89.Wilson’s stepson, Paul Winters, said he died Nov. 21 in Scottsdale, Arizona, from complications of dementia.Wilson delighted readers with his haunting scenes and dark humor. One cartoon shows a man reading a doctor’s eye chart with progressively shrinking letters that spell out, “I am an insane eye doctor and I am going to kill you now.” Behind him, a mad scientist gleefully holds a blade, ready to strike.In another, two fishermen sit in a boat, unaware the captain behind them is removing a human mask to reveal a fish-like face, a mischievous toothy smile and scaly chest. “How did you come to name your boat the Revenge, Captain?” reads the caption.In a story posted on his website, Wilson recalled how he’d struggled to convince editors that their readers would understand and appreciate his cartoons. His big break came from a fill-in cartoon editor at Colliers who didn’t know the conventional wisdom about his work.”Not being a trained cartoon editor, he did not realize my stuff was too much for the common man to comprehend, and he thought it was funny,” Wilson wrote. “I was flabbergasted and delighted when he started to buy it!”He went on to reflect on artists who push boundaries and shock the status quo.”Art should lead to change in the way we see things,” he wrote. “If some artist comes up with a vision which gives a new opening, it usually creates a lot of stress, because it’s frightening.His regular multi-panel strip in National Lampoon in the 1970s was called “Nuts,” a take on Charles Schultz’s “Peanuts.”Gahan Allen Wilson was born Feb. 18, 1930, in Evanston, Illinois. His father was an executive for a steel company, his mother a publicist for a department store. He served in the U.S. Air Force and went to the Art Institute of Chicago.His wife of 52 years, writer Nancy Winters, died in March. He’s survived by two stepsons, a daughter in law, eight grandchildren and three great-grandchildren.

White House Kicks Off Holiday Season

The holiday season officially began at the White House Monday, as first lady Melania Trump received the 2019 White House Christmas tree.
 
Unlike last year, President Donald Trump did not attend the tree presentation.
 
The tree arrived by jingle bell-adorned horse and carriage, continuing an annual White House tradition to highlight the holiday spirit.
 
“Just a few decades earlier they were still delivering the tree in pick-up trucks,” said historian Matthew Costello from the White House Historical Association. “So it’s nice that they’ve made it more festive, to do it with a Christmas-themed sled and a drawn carriage,” Costello added.
 This year’s tree, is a 5.6 meters tall Douglas fir grown by Larry Snyder of Mahantongo Valley Farms in Pennsylvania, winner of the National Christmas Tree Association’s Christmas tree contest.First lady Melania Trump poses with the 2019 White House Christmas tree as it is delivered to the White House in Washington, Nov. 25, 2019.  Holiday tree tradition
 
The National Christmas Tree Association has presented the official White House Christmas Tree every year since 1966. Each year’s tree has to fit the exact specifications of the White House Blue Room, where it is displayed as part of the holiday décor with a theme selected by the first lady.
 
Jacqueline Kennedy started the tradition of selecting a theme for the official White House Christmas tree in 1961.President John F. How ‘Harriet’ Advances Slavery Narrative on Large Screen

Feature films on slavery have been part of Hollywood since the beginning of the film industry in United States. However, only recently, movies on slavery have been told from the perspective of the slaves, and now, with the film “Harriet” from the perspective of a female slave.  “Harriet”, the latest of antebellum dramas, focuses on Harriet Tubman a female runaway slave.  Tubman played a significant role in the so called “Underground Railroad”, a human network helping enslaved African – Americans to flee to free American states and Canada. Національний банк України встановив опівдні 25 листопада довідкове значення курсу 24 гривні 6 копійок за долар, це одразу на 10 копійок менше за офіційний курс на сьогодні.

Якщо таке значення курсу буде встановлене як офіційне на 26 листопада (зазвичай довідкове значення та офіційний курс відрізняються незначно), то це буде новим рекордом майже за чотири роки. НБУ встановив на 30 вересня офіційний курс 24 гривні 8 копійок, це був рекорд від січня 2016 року.

«Торги по долару на 12-ту годину на піку активності. Йдуть операції по лотах до 1 мільйона доларів при перевищенні пропозиції над попитом. НБУ викуповує надлишок долара в резерви через (механізм – ред.) Matching, що утримує котирування американської валюти», – вказують фахівці сайту «Мінфін», які відстежують події на міжбанківському валютному ринку.

За даними сайту Finance.ua, станом на 12:30 на міжбанку котирування становили 24 гривні 5–7 копійок за долар.

Jessye Norman Remembered As Force of Nature at Met Memorial

Jessye Norman was remembered as a force of nature as thousands filled the Metropolitan Opera House on Sunday for a celebration of the soprano, who died Sept. 30 at age 74.Sopranos Renee Fleming, Latonia Moore, Lise Davidsen and Leah Hawkins sang tributes along with mezzo-soprano J’Nai Bridges and bass-baritone Eric Owens that were mixed among remembrances of family and friends, dance performances of the Alvin Ailey American Dance Theater and video of Norman’s career.”Yankee Stadium is the house that Babe Ruth built and welcome to this house that Jessye Norman built,” Met general manager Peter Gelb said. “Of course Jessye wasn’t alone in filling this hallowed hall with her glorious voice. She was joined by rather important voices, from Leontyne Price to Luciano Pavarotti, but in her operatic prime in the ’80s and the 90s, her majestic vocal chords reigned supreme in the dramatic soprano and the mezzo range. Like Babe Ruth, who swung for the fences, Jessye swung for standing room in the family circle, and she always connected.”Norman’s celebration took place shortly after a memorial to actress Diahann Carroll at the Helen Hayes Theater, about a mile south. Міністр економіки Німеччини прирівняв доступ до інтернету до прав людини –ЗМІ

Міністр економіки та енергетики Німеччини Петер Альтмаєр порівняв вільний доступ до інтернету до прав на освіту та медичну допомогу, повідомляє Deutsche Welle. Про це він заявив 24 листопада напередодні форуму у Берліні, присвяченому цій темі.

За словами Альтмаєра, інтернет повинен залишатися «глобальним і вільним» також для країн, що розвиваються, і це стосується не тільки урядових, а й неурядових секторів.

Україна опинилася в списку «частково вільних країн» у рейтингу «Свобода в мережі-2019», складеному правозахисною організацією Freedom House. Серед країн пострадянського простору вище за Україну розташувалися Киргизстан, також визнаний «частково вільним», а також цілком «вільні» Вірменія та Грузія. Водночас «невільними» визнані Азербайджан, Білорусь, Казахстан, Узбекистан та Росія.

Як ідеться в тексті, українські політики намагаються маніпулювати суспільною думкою в мережі, і число таких випадків зросло перед президентськими виборами 2019 року в Україні. 

Тим часом, інша правозахисна організація Amnesty International  вказує на загрози правам людини з боку великих корпорацій та соцмереж, які збирають та акумулюють велику кількість особистої інформації про людей. 

В Amnesty International нагадали про скандал навколо компанії Cambridge Analytica, «який показав, на скільки легко інформацію про людину можуть використати не за призначенням непередбачуваним шляхом з метою маніпуляції ними та впливу». У 2018 році компанію звинувачували у зловживанні особистими даними десятків мільйонів користувачів соціальної мережі Facebook для втручання у вибори президента США на користь Дональда Трампа.

Amazon Sues Pentagon Over $10 Billion Contract Awarded to Microsoft

Amazon has filed a lawsuit against the U.S. Defense Department.The complaint, filed Friday in a federal U.S. court, challenges the Pentagon’s decision to award a $10 billion computing contract to Microsoft.Amazon had been widely expected to receive the Joint Enterprise Defense Infrastructure Cloud (JEDI) contract for the digital modernization of the Pentagon.In August, however, U.S. President Donald Trump publicly questioned whether Amazon should be awarded the contract.Jeff Bezos is the CEO of Amazon. He is also the owner of The Washington Post which has been critical of Trump and his administration.Trump has called The Post part of the “fake news media.”Amazon has previously said that politics got in the way of a fair contracting process.Last week, Defense Secretary Mark Esper said the contract was awarded fairly and without any bias after Amazon announced its intention to challenge Microsoft receiving the contract.

Місія Міжнародного валютного фонду заявляє про прогрес у дискусіях з українською владою щодо нової програми. Звернення голови місії Рона ван Родена пресслужба представництва МВФ в Україні поширила 23 листопада з нагоди завершення роботи місії напередодні.

За повідомленням, представники МВФ мали «конструктивні та плідні обговорення» з представниками влади України.

«Місія МВФ віддала належне істотному прогресу, що його було досягнуто в останні кілька місяців на шляху поступу реформ та дотримання виваженої економічної політики. Місія досягла помітного подальшого просування у дискусіях щодо заходів та реформ, що могли би лягти в основу нової програми, підтриманої МВФ. Серед таких кроків – заходи у грошово-кредитному, податково-бюджетному та фінансовому секторах, так само як і реформи, спрямовані на поліпшення бізнес-середовища, посилення верховенства права і нарощування економічного зростання», – мовиться в заяві.

У представництві додали, що «дискусії триватимуть» протягом наступних тижнів.

При цьому в заяві немає жодного слова з приводу можливості досягнення попередньої домовленості про фінансування, так званої staff level agreement, на яку сподівалися і зараз, і під час попереднього візиту місії в вересні.

Місія Міжнародного валютного фонду розпочала роботу в Києві 14 листопада. Згідно із базовим прогнозом Національного банку, за новою програмою співпраці з МВФ, якщо Україна отримає її, вона може отримати два мільярди доларів від фонду у 2019 році і ще по два мільярди у 2020 й 2021 роках.

Amazon Contests Pentagon’s $10 Billion Microsoft Cloud Contract

Amazon.com Inc. Friday filed a lawsuit in the U.S. Court of Federal Claims contesting the Pentagon’s award of an up to $10 billion cloud computing contract to Microsoft Corp.An Amazon spokesman said the company filed a complaint and supplemental motion for discovery. The filing was under seal. “The complaint and related filings contain source selection sensitive information, as well as AWS’s proprietary information, trade secrets, and confidential financial information, the public release of which would cause either party severe competitive harm,” Amazon said in a court document seeking a protective order. “The record in this bid protest likely will contain similarly sensitive information.”Last week, U.S. Defense Secretary Mark Esper rejected any suggestion of bias in the Pentagon’s decision to award Microsoft the contract after Amazon announced plans to challenge it.Amazon was considered a favorite for the contract, part of a broader digital modernization process of the Pentagon, before Microsoft emerged as the surprise winner. The company has previously said that politics got in the way of a fair contracting process. U.S. President Donald Trump has long criticized Amazon and its founder Jeff Bezos.

На валютному ринку панує стабільність – НБУ

Національний банк України встановив опівдні 22 листопада довідкове значення курсу 24 гривні 18 копійок за долар, це на одну копійку менше за офіційний курс на сьогодні.

На міжбанківському валютному ринку сценарій останніх кількох сесій теж залишається незмінним: у перші дві-три години торгів учасники ринку піднімають котирування, згодом виходять продавці валюти, і гривня знову посилюється. Як інформує сайт Finance.ua, станом на 12:20 котирування становили 24 гривні 15–17,5 копійки за долар.

«За інформацією учасників торгів по долару, НБУ відкупив свої чергові 30 мільйонів доларів та пішов з ринку. Відбуваються операції по лотах до 1 мільйона доларів за невеликої переваги пропозиції над попитом», – вказують фахівці сайту «Мінфін».

Свого багаторічного максимуму щодо долара гривня досягла 30 вересня 2019 року, коли офіційний курс становив 24 гривні 8 копійок за долар. Цього тижня котирування перебувають дещо вище цієї позначки.

Уряд звільнив голову Держенергоефективності, який працював понад 5 років

Кабінет міністрів України розпорядженням №1062 від 15 листопада звільнив Сергія Савчука з посади голови Державного агентства з енергоефективності та енергозбереження України за згодою сторін.

Іншим розпорядженням №1053 цього дня уряд вирішив провести конкурс на цю посаду на п’ять років із правом повторного призначення без конкурсу ще на один термін.

Заявки на конкурс приймаються до 2 грудня включно, а оцінювання кандидатів заплановане на 6 грудня.

Розпорядженням №1069 від 15 листопада Кабмін також тимчасово поклав обов’язки голови Держенергоефективності на головного бухгалтера управління фінансування, бухгалтерського обліку та звітності агентства Олену Товстенко.

Савчук очолював Держенергоефективності з 20 серпня 2014 року.

Державне агентство з енергоефективності та енергозбереження України – центральний орган виконавчої влади, який забезпечує реалізацію державної політики у сферах ефективного використання паливно-енергетичних ресурсів, енергозбереження, відновлюваних джерел енергії та альтернативних видів палива.

President Donald Trump’s visit this week to a Texas manufacturing plant highlights the ongoing dance between the iPhone maker and the Trump administration over China and tariffs.The visit came as the U.S. is set Dec. 15 to raise new tariffs on imports from China, as part of its trade war with Beijing.Among U.S. technology companies, Apple has much at risk since many of its products, including the iPhone, Apple Watch and the iPad, are made in China.Two economiesThe economies of China and Silicon Valley are knitted together in complicated ways. Chinese factories make Apple products from components that come from the U.S. But Chinese factories also make some of the components for Apple’s Mac Pro, which has been made in the U.S. for years.The trade war between Washington and Beijing has put pressure on these cross-border supply chains.In July, Trump said no to Apple’s request for tariff waivers.Apple will not be given Tariff waiver, or relief, for Mac Pro parts that are made in China. But we have to treat Apple in a somewhat similar basis as we treat Samsung.”It remains to be seen how the Trump administration uses tariffs to not only pressure China but also U.S. companies.
