Britain’s Top Cop Calls for Law on Police Use of Artificial Intelligence

Britain’s most senior police officer on Monday called on the government to create a legal
framework for police use of new technologies such as artificial intelligence.Speaking about live facial recognition, which police in London started using in January, London police chief Cressida Dick said that she welcomed the government’s 2019 manifesto pledge to create a legal framework for the police use of new technology like AI, biometrics and DNA.”The best way to ensure that the police use new and emerging tech in a way that has the country’s support is for the government to bring in an enabling legislative framework that is debated through Parliament, consulted on in public and which will outline the boundaries for how the police should or should not use tech,” Dick said.”Give us the law and we’ll work within it,” she added. Dick rejected evidence that facial recognition algorithms are racially discriminatory in that their accuracy rates vary depending on the skin colour of the person they detect.”We know there are some cheap algorithms that do have ethnic bias but, as I’ve said, ours doesn’t and currently the only bias in it is that it shows it is slightly harder to identify a wanted woman than a wanted man,” she said. The London police’s facial recognition technology is provided by NEC, a Japanese company.

Україна та Німеччина профінансують проєкти адаптації до зміни клімату в трьох регіонах

Міністерство енергетики та захисту довкілля оголосило конкурс проєктів, які сприятимуть адаптації до змін клімату екосистем біосферних резерватів «Деснянський» (Сумська область), «Розточчя» (Львівщина) та «Західне Полісся» (Волинська обалсть).

«Цього року ми бачимо чи не найбільше проявів та наслідків зміни клімату. Так, було побито одразу кілька температурних рекордів… Також ми бачимо низку складних ситуацій, зокрема, пожежі по всьому світу. В Україні ми всі бачимо аномально теплу зиму, а відтак і критично низький рівень водності в річках. На жаль, в Україні ще немає загальнодержавної всеохопної стратегії адаптації до зміни клімату, однак є бачення і готовність розробити стратегічний рамковий документ для цієї стратегії. Конкурс проєктів для адаптації трьох українських резерватів є важливим кроком у цьому напрямку», – пояснила заступниця міністра енергетики та захисту довкілля Ірина Ставчук.

Проєкти оцінюватимуть спільно міністерство,Фонд Міхаеля Зуккова та Університет сталого розвитку Еберсвальде (Німеччина).

Подавати проєкти на конкурс зможуть лише мешканці територій, які входять до резерватів, або юридичні особи, які є землекористувачами у їхніх межах.

Фахівці фонду Міхаеля Зуккова очікують, що проєкти стосуватимуться відновлення лісів, зокрема – і на берегах водойм, збагачення лісів мертвою деревиною, потрібною для біорізноманіття, створення природних «лісових коридорів», поновлення боліт, річкових заплав, природних ділянок з проточною та зі стоячою водою, а також демонтаж осушувальних систем. Окрім того, конкурсні проєкти можуть стосуватися органічних технологій у сільському господарстві, а також розбудови «зеленої інфраструктури» у населених пунктах.

Подібні проєкти вже успішно реалізуються в Німеччині: йдеться про заболочування територій для відновлення водного балансу у підземних водах та річках, відновлення лісів після пожеж та збереження органічних залишків, які сприяють збереженню біорізноманіття, починаючи від автохтонних видів комах.

Кошти на українські «кліматичні» проєкти виділяє Міністерство довкілля, охорони природи та ядерної безпеки Німеччини. На один проєкт даватимуть від 4 до 10 тисяч євро, заявки на конкурс можна буде подавати до 12 квітня 2020 року.

Actor Jussie Smollett Pleads Not Guilty to Restored Charges

Former “Empire” actor Jussie Smollett pleaded not guilty Monday to restored charges that accuse him of staging a racist, homophobic attack against himself last year in Chicago and then falsely reporting to that the phony attack was real.   A somber looking Smollett, 37, entered a Cook County courthouse wearing sunglasses and sporting a beard, flanked by his legal teams and surrounded by reporters.
    
His lawyer, Tina Glandian, entered the not guilty pleas on his behalf to six counts of felony disorderly conduct. She also told Judge James B. Linn that she has asked the Illinois Supreme Court to halt the case.    Smollett pleaded not guilty to 16 counts of the charge in the same courthouse last year, just weeks before the Cook County State’s Attorney Kim Foxx’s office abruptly announced it was dismissing the case, angering police and City Hall.
    
Special Prosecutor Dan Webb, a former U.S. attorney who was appointed to examine the state’s attorney’s office’s handling of the case, represented the state. Foxx’s office is not involved in the new case against Smollett.
    
Smollett has repeatedly denied police allegations that he staged the attack to get attention and further his career.
    
Defendants typically enter not guilty pleas during initial hearings before the trial judge, who sets bond amounts that defendants must post to secure their release. Attorneys often arrange for defendants to post bond at the clerk’s office rather than be taken into custody.
    
Smollett, who is black and gay, told police that two masked men attacked him as he was walking home in the early hours of Jan. 29, 2019. He said they made racist and homophobic insults, beat him and looped a noose around his neck before fleeing, and that at least one of his attackers was a white man who told him he was in “MAGA country,” a reference to President Donald Trump’s campaign slogan, “Make America Great Again.”
    
Weeks later,  police alleged  that Smollett had paid two black friends to help stage the attack.
    
Among those in court to observed Monday’s proceedings were the brothers who say they were hired by Smollett to participate in the staged attack, Abimbola “Abel” Osundairo and Olabinjo “Ola” Osundairo. If Smollett’s case makes it to trial, they would be the state’s star witnesses.
    
Smollett has maintained his innocence, telling reporters after the charges were dropped last year that, “I would not be my mother’s son if I was capable of one drop of what I was accused of.”
    
His attorney, Glandian, questioned the integrity of special prosecutor’s investigation after the new charges were announced this month, pointing out that Webb’s probe relied on the same detectives who were part of the original investigation despite pending civil claims that Smollett is pursuing against the city and police for malicious prosecution.
    
Foxx’s handling of the case, meanwhile, has become a key issue in her bid for re-election, with her opponents accusing her of having acted haphazardly and indecisively.

Harvey Weinstein Found Guilty in Landmark #MeToo Moment

Harvey Weinstein was convicted Monday at his sexual assault trial, sealing his dizzying fall from powerful Hollywood studio boss to archvillain of the (hash)MeToo movement.
He was found guilty of criminal sex act for assaulting production assistant Mimi Haleyi at his apartment in 2006 and third-degree rape of a woman in 2013. The jury found him not guilty on the most serious charge, predatory sexual assault, that could have resulted in a life sentence.
The verdict followed weeks of often harrowing and excruciatingly graphic testimony from a string of accusers who told of rapes, forced oral sex, groping, masturbation, lewd propositions and that’s-Hollywood excuses from Weinstein about how the casting couch works.
The conviction was seen as a long-overdue reckoning for Weinstein after years of whispers about his behavior turned into a torrent of accusations in 2017 that destroyed his career and gave rise to (hash)MeToo, the global movement to encourage women to come forward and hold powerful men accountable for their sexual misconduct.
The jury of seven men and five women took five days to find him guilty.
The case against the once-feared producer was essentially built on three allegations: that he raped an aspiring actress in a New York City hotel room in 2013, that he forcibly performed oral sex on Haleyi and that he raped and forcibly performed oral sex on “Sopranos” actress Annabella Sciorra in her apartment in the mid-1990s.
Three additional women who said they, too, were attacked by Weinstein also testified as part of an effort by prosecutors to show a pattern of brutish behavior on his part.
The Associated Press does not typically identify people who say they are victims of sex crimes unless they grant permission, as Haleyi and Sciorra did.
Jurors signaled their struggles with the Sciorra charges four days into deliberations. On Friday, after reviewing sections of her testimony and related evidence, they sent a note to the judge indicating they were deadlocked on the counts but had reached a unanimous verdict on the others. After some debate in the courtroom, the judge ordered jurors to keep deliberating.
While Weinstein did not testify, his lawyers contended that any sexual contact was consensual and that his accusers went to bed with him to advance their careers.
The defense seized on the fact that two of the women central to the case stayed in contact with Weinstein through warm and even flirty emails  — and had sex with him  — well after he supposedly attacked them.
The hard-charging and phenomenally successful movie executive helped bring to the screen such Oscar winners as “Good Will Hunting,” “Pulp Fiction,” “The King’s Speech” and “Shakespeare in Love” and nurtured the careers of celebrated filmmakers like Quentin Tarantino and Kevin Smith.
Weinstein now faces charges in Los Angeles. In that case, announced just as the New York trial was getting under way on Jan. 6, authorities allege Weinstein raped one woman and sexually assaulted another on back-to-back nights during Oscars week in 2013. One of those women testified as a supporting witness at the New York trial.
The trial was the first criminal case to arise from a barrage of allegations against Weinstein from more than 90 women, including actresses Gwyneth Paltrow, Salma Hayek and Uma Thurman. Most of those cases were too old to prosecute.
During the trial, Weinstein regularly trudged into the courthouse stooped and unshaven, using a walker after recently undergoing back surgery  — a far cry from the way he was depicted in court as a burly, intimidating figure whose eyes seemed to turn black with menace when his anger flared.
Many of Weinstein’s accusers described him as a “Jekyll and Hyde” character who could be incredibly charming at first, making jokes and showing interest in using his immense power to help their careers.
But that was an act, they said, meant to gain their trust and get them to a place  — often a hotel room or an apartment  — where he could violate them.
“If he heard the word ‘no,’ it was like a trigger for him,” his rape accuser testified.
Several women testified that Weinstein excused his behavior as the price for getting ahead in Hollywood. One said that when she laughed off his advances, he sneered, “You’ll never make it in this business. This is how this industry works.”
The jury heard lurid testimony that Weinstein injected himself with a needle to get an erection, that his genitals appeared disfigured, that he sent Sciorra a box of chocolate penises and that he once showed up uninvited at her hotel room door in his underwear with a bottle of baby oil in one hand and a video in the other.
The prosecution’s task was made more complicated because two of the women at the very center of the case didn’t just abandon Weinstein after the alleged encounters: Haleyi testified that she had sex with him two weeks later, while the rape accuser whose name was withheld said she had a sexual encounter with him more than three years afterward.
Like Haleyi, she sent Weinstein friendly and sometimes flirtatious emails, such as “Miss you big guy” and “I love you, always do. But I hate feeling like a booty call.”
During a cross-examination from Weinstein’s lawyers so exhaustive that she broke down in tears on the stand, the woman said she sent him flattering emails and kept seeing him because she was afraid of his unpredictable anger and “I wanted him to believe I wasn’t a threat.”
To blunt that line of questioning, prosecutors called to the witness stand a forensic psychiatrist who said that most sexual assault victims continue to have contact with their attackers and that they hope what happened to them “is just an aberration.”
During closing arguments, Weinstein lawyer Donna Rotunno charged that Weinstein had become “the target of a cause and a movement”  — (hash)MeToo  — and asked the jury to ignore “outside forces.”
“This is not a popularity contest,” she said.
She said the case against Weinstein amounted to “regret renamed as rape,” arguing that the women exercised their free will to try to further their careers.
Prosecutor Joan Illuzzi-Orbon told the jury that Weinstein considered himself such a big shot in Hollywood that he thought he could get away with treating women as “complete disposables.”
 “The universe is run by me and they don’t get to complain when they get stepped on, spit on, demoralized and, yes, raped and abused by me  — the king,” she said, mimicking Weinstein.
Rumors about Weinstein’s behavior swirled in Hollywood circles for a long time, but he managed to silence many accusers with payoffs, nondisclosure agreements and the constant fear that he could crush their careers if they spoke out.
Weinstein was finally arrested and led away in handcuffs in May 2018, seven months after The New York Times and The New Yorker exposed his alleged misconduct in stories that would win the Pulitzer Prize.
Among other men taken down by the (hash)MeToo movement since the scandal broke: news anchors Matt Lauer and Charlie Rose, actor Kevin Spacey and Sen. Al Franken.
Weinstein, the product of a working-class family from Queens, achieved success at two movie studios he created with his brother Bob: Miramax  — named for their parents, Miriam and Max  — and then the Weinstein Co.
The Weinstein Co. went bankrupt after his disgrace. A tentative settlement was reached last year to resolve nearly all lawsuits stemming from the scandal. It would pay Weinstein’s alleged victims about $25 million. Under the proposed deal, Weinstein would not have to admit any wrongdoing or personally pay anything; the studio’s insurance companies would cover the cost.
Weinstein’s efforts to silence his accusers and thwart journalists who sought to expose his secrets included hiring Black Cube, an Israeli spy agency staffed by former Mossad agents. Asked one day as he left court why he hired that firm, Weinstein turned to a reporter and said: “For days like this.”

Los Angeles Honors Kobe, Gianna Bryant With Public Memorial

Thousands of mourners will gather in Staples Center on Monday to say farewell to Kobe and Gianna Bryant.
    
The basketball superstar and his 13-year-old daughter will be honored in a public memorial at the arena where Bryant played for the Los Angeles Lakers.
    
Kobe and Gianna Bryant died along with seven others on Jan. 26 in a helicopter crash.
    
The Celebration of Life will feature speakers reflecting on Kobe Bryant’s impact on his sport and the world, along with music and retrospectives on Bryant’s on-court achievements. Bryant became active in film, television and writing after he retired from basketball in 2016.
    
Bryant’s family, dozens of sports greats and many major figures in Bryant’s public life are expected to attend.
    
Staples Center is sold out for the memorial. The money made from ticket sales will be given to the Mamba and Mambacita Sports Foundation, which supports youth sports programs in underserved communities and teaches sports to girls and women.
    
Bryant played his entire 20-year NBA career with the Lakers, including the final 17 seasons at Staples Center, which opened in 1999. The five-time NBA champion’s two retired jersey numbers 8 and 24 hang high above the arena where he became the third-leading scorer in league history until Lakers star LeBron James passed him on the night before Bryant’s death.
    
Bryant’s death caused an outpouring of grief across Los Angeles, where he remained the city’s most popular athlete into retirement. Dozens of public memorials and murals have been installed around the sprawling metropolis, and thousands of fans gathered daily outside Staples Center to commiserate after the crash.
    
Symbolic meanings will run throughout the ceremony, which will be held on a 24-foot-by-24-foot stage. Vanessa Bryant, Kobe’s wife and Gianna’s mother, chose Feb. 24 as the date in honor of the uniform numbers of Kobe and Gianna, who wore No. 2 on her youth basketball teams.
    
A private funeral was held for Kobe and Gianna Bryant in Orange County on Feb. 7.

На українському міжбанківському валютному ринку 24 лютого відбувається незначне зростання котирувань долара. Від показників відкриття 24 гривні 45–47,5 копійки за долар американська валюта сягнула рівня 24 гривні 49,5–52 копійки станом на 13:15 за Києвом, інформує Finance.ua.

Фахівці сайту «Мінфін» вказують на початок основних обсягів відшкодувань ПДВ як важливий чинник, що впливатиме на ринок. «Частина клієнтів-експортерів намагатиметься притримувати валюту до надходження коштів від держави і цим знизить обсяги пропозиції», – твердять експерти.

Національний банк України встановив опівдні довідкове значення курсу 24 гривні 49 копійок за долар, це на 4 копійки більше за офіційний курс на 24 лютого.

Національний банк України знизив облікову ставку на 2,5% – до 11% з 31 січня 2020 року. «Національний банк продовжує пом’якшення монетарної політики, щоб забезпечити інфляцію на рівні цілі 5% та підтримати стійке економічне зростання», – заявили в НБУ.

Провідні європейські фондові ринки втрачають від 3 до 4% на торгах 24 лютого через нові побоювання щодо поширення коронавірусу COVID-19 в Азії та Європі. Таких втрат зазнають німецький індекс DAX, французький CAC40, британський FTSE100 та інші.

«Американський фондовий ринок відкриється в понеділок різким падінням. За чотири години до початку торгів ф’ючерси на індекс Dow впали на понад 700 пунктів або 2,5%, ф’ючерси Nasdaq знизилися на 270 пунктів або 3%», – пишуть аналітики китайського видання Global Times.

 

В Італії 24 лютого повідомили про четверту смерть від нового коронавірусу, а в Ірані число померлих сягнуло вже 50, це найбільша смертність від COVID-19 за межами Китаю.

 

2019-nCov (COVID-19) належить до великої групи коронавірусів. У деяких випадках перебіг хвороби – легкий, в деяких – із симптомами застуди і грипу, зокрема з високою температурою і кашлем, у більш складних випадках спостерігається задишка. Це може перерости в пневмонію, яка може бути смертельною. Більшість хворих, однак, видужують.

Barbara “B.” Smith, one of the nation’s top black models who went on to open restaurants, launch a successful home products line and write cookbooks, has died at her Long Island home at age 70 after battling early onset Alzheimer’s disease.Smith’s family announced on social media that she died Saturday evening.“Heaven is shining even brighter now that it is graced with B.’s dazzling and unforgettable smile,” Smith’s husband Dan Gasby said on Facebook.Smith’s eponymous Manhattan restaurant opened in 1986 and attracted a following among affluent black New Yorkers, The New York Times recalled. Essence magazine described it as the place “where the who’s who of black Manhattan meet, greet and eat regularly.”Smith wrote three cookbooks, founded three successful restaurants and launched a nationally syndicated television show and a magazine. Her successful home products line was the first from a black woman to be sold at a nationwide retailer when it debuted in 2001 at Bed Bath & Beyond.In 1976, she became the second black model to be on the cover of Mademoiselle magazine, after Joli Jones in 1969.“You epitomized class, true beauty and dignity. Rest well Queen,” actress Viola Davis wrote on Twitter.Smith was diagnosed with early onset Alzheimer’s disease in 2013. She and Gasby raised awareness of the disease, and particularly its impacts on the African-American community, following her diagnosis.Some described Smith as a “black Martha Stewart,” a comparison she said she didn’t mind though she believed the two lifestyle mavens were quite different.“Martha Stewart has presented herself doing the things domestics and African Americans have done for years,” she said in a 1997 interview with New York magazine. “We were always expected to redo the chairs and use everything in the garden. This is the legacy that I was left. Martha just got there first.”In the same interview, Gasby said, “Martha is perfection and Barbara is passion.”Smith began suffering from memory problems years before her diagnosis. She once froze for several seconds while being interviewed on the “Today Show,” prompting a doctor’s visit that led to her diagnosis. A few months later, she was missing in New York City for a day.In 2018, Gasby revealed that he was in a relationship with another woman while caring for his ailing wife, leading to harsh criticism from some of her fans. He fired back at critics with a Facebook post about the pain of living with Alzheimer’s in the family. “I love my wife but I can’t let her take away my life,” he wrote.The couple co-authored a book, “Before I Forget: Love, Hope, Help, and Acceptance in Our fight Against Alzheimer’s,” and have partnered with the Brain Health Registry.Smith, a native of Pennsylvania, began her career as a fashion model in Pittsburgh and went on to serve as a spokeswoman for Verizon, Colgate, Palmolive Oxy and McCormick’s Lawry seasonings. She hosted the nationally syndicated television show “B. Smith with Style” for nearly a decade, which aired on NBC stations.Smith is survived by Gasby, whom she married in 1992, and her stepdaughter Dana Gasby.
